National Administration of State Reserves and Special Issues

The National Administration of State Reserves and Special Issues is organized and functions as a specialized body of the central public administration under the subordination of the Government of Romania and the coordination of the General Secretariat of the Government, having legal personality, fully financed from the state budget, established by the merger of the National Administration of State Reserves with the Central State Office for Special Issues, public institutions that were dissolved in 2009.

The National Administration of State Reserves and Special Issues is part of the structures with a role in the field of national security and defense.

In exercising the functions provided for by law, the National Administration of State Reserves and Special Issues has duties in the field of administering, constituting, and replenishing state reserve stocks, intangible stocks, and market-condition stocks, in executing operational interventions with strictly necessary products granted as emergency humanitarian aid, both internal and external, with the approval of the Prime Minister and the Government of Romania, in the field of preparing the national economy, territory, and population for defense, as well as in the implementation of international acts to which the Romanian state is a party regarding arms control, and the increase of trust and security.
