APIA - CONSTANTA

The Agency for Payments and Intervention for Agriculture (APIA) operates under the subordination of the Ministry of Agriculture and Rural Development based on Law 1/2004 with subsequent amendments and completions.
The institution has the following organization: central apparatus, 42 county centers, and 262 local centers.

Starting from January 1, 2007, APIA has been managing European funds for the implementation of support measures financed by the European Agricultural Guarantee Fund (EAGF).

Subsidies are granted in the form of direct payments per hectare managed by the Integrated Administration and Control System (IACS) and within market measures for the implementation of commercial mechanisms according to the Common Agricultural Policy (CAP). Thus, the Agency for Payments and Intervention for Agriculture administers the system of import-export licenses and guarantees for the import and export of agricultural products, and develops and implements procedures regarding the application of the intervention system for agricultural products.
